Poverty alleviation policies may bring environmental costs while generating economic benefits. Using the "E-commerce into Rural Areas" (ECC) project, one of the world’s largest special poverty alleviation strategies implemented in China, this study explores the impact of poverty alleviation policies on local air quality. The results show that although the ECC project has achieved remarkable results in eliminating poverty, it has also aggravated local environmental pollution. The two main goals of the ECC project are "industrial products going to the countryside" and "agricultural products entering cities", among which "agricultural products entering cities" is found to be the main cause of the decline in local air quality. The main sources of pollution include the increase of township enterprises, the destruction of vegetation and traffic pollution. In the process of sustainable development, local governments face the challenge of balancing poverty alleviation and environmental protection. Their decision-making process needs to comprehensively consider local environmental regulations, ecological vulnerability and potential adaptation strategies to balance the economic benefits and environmental costs of policy implementation.
